Development within the Plant lands must consider existing plans and impacts to surrounding neighborhoods. The following four plans cover all of San Jose, Alviso, North San Jose, and Milpitas.

  • San Jose General Plan (http://www.sanjoseca.gov/planning/gp/) and Envision San Jose 2040 General Plan Update (http://www.sanjoseca.gov/planning/gp_update/default.asp) The current General Plan is undergoing a major revision with the Envision 2040 General Plan Update. The General Plan is focused around major strategies and policies related to land use. These documents outline San Jose’s “Sustainable Cities Major Strategy” and the updated “villages and corridors” development scheme. The General Plan team is working with ESD staff to incorporate any proposed land use changes. One possible land use change that has been incorporated into the traffic models for the GP Update’s environmental review is the possibility of locating light industrial land and more jobs in Alviso, which may or may not be on Plant lands (http://www.sanjoseca.gov/planning/gp_update/meetings/5-26-09/Scenarios.pdf).
  • Alviso Master Plan (http://www.sanjoseca.gov/planning/spec_plan/Alviso%20Master%20Plan.pdf) This community plan completed in 1998 focuses on how to maintain the unique character of Alviso while accommodating new uses. In the document the Plant lands are referred to as “public, quasi-public” lands, but future development or other uses are not addressed in detail. The land use map in the document is the primary source of land use guidance for development in Alviso and is the map used in San Jose’s General Plan.
  • North San Jose Vision 2030 (http://www.sjredevelopment.org/nsjtaskforce.htm) North San Jose is the Plant’s neighbor south of Highway 237. The development calls for an increase in office, residential, and commercial uses along the North First Street corridor.
  • City of Milpitas General Plan (http://www.ci.milpitas.ca.gov/_pdfs/plan_map_general_plan_land_use.pdf) The Plant’s closest neighbor is the City of Milpitas on the east side of Coyote Creek.
